So i have no air in the lines but i have a few inches of travel before the pedal gets hard. Pedal does not go to the floor while holding it.
Is this a bad master cylinder?

Typically a low firm pedal indicates an adjustment issue. It usually takes more than a slight drag to get the pedal up high. When adjusting the shoes up I have always tapped the back of the backing plate to help the shoes center themselves. Then it usually will require a few more clicks.

hmmm, ok. I pre adjusted the brake shoes do drag just a bit when i rotate the drums.
