Hot Rod Article (Is it B.S.)?

I recently came across an old 2003 Hot Rod article claiming that they were able to get 400HP out of a stock 1991 5.0 HO short block using the stock cam, 165cc AFR heads, headers, and a set of 1.7 roller rockers. Is this article bull $h!t or can this be done? What I don't understand is how were they able to increased the peak RPM without changing the cam? Can anyone chime in on this one???

Down further in the article they changed the stock heads out for a set of Air Flow research 165cc heads.... With the stock heads it was only putting out 278 HP but with the bigger heads it jumped it to 400......those 5.0 engines were rated at 220 HP @ 4200rpm stock so it didn't take a whole lot more to get them to produce...... :D

I'm not an engine builder so really out of my league on whether or not it is possible, however, Hot-Rod Magazine is a very reliable source and I'm sure they backed the numbers on a dyno. Many engines of that era suffered from the same thing, emission standards. Manufactures choked the life out of them to pass smog. Usually getting an engine to breath better puts out some good results. See ya!
